ITR Designation for CWE

This section relates to the nomination of capacity

 
Border:  


1. FR-DE/BE – CT and ITR have to be the same entity on both sides of the border.
2. NL-DE/BE – CT needs to be ITR on at least one side of the border.


CASC-CWE sends PA in the name of the selected ITR (who is by default the CT).


Example 1, Party A holds capacity on the FR-DE/BE border. In order to nominate this capacity Party A must act as CT and ITR on both sides of the border. For the FR-DE/BE border Party A may only nominate capacity where he owns a nomination contract on both sides of the border and may not designate an ITR to nominate capacity on the border where it does not own a nomination contract.


Example 2, Party A holds capacity on the NL-DE/BE border. In order to nominate this capacity he must be an ITR (who is by default the CT) on at least one side of the border. If Party A owns a nomination contract on the NL border but not on the DE border he may designate Party B as ITR (who does own a nomination contract on the DE border) to nominate capacity for Party A on the DE border.

General Requirements


• The ITR must own a nomination contract i.e. he must be a Certified Program Responsible party when acting on the Dutch end of an Interconnector or possess a recognition as Access Responsible Party when acting on the Belgium end of an interconnector or have entered into a Bilanzkreisvertrag when acting on the German end of an Interconnector with the Gerrman Party concerned (Transpower or Amprion).


• The ITR 's can nominate the import or export Program (on the side of the border where they own a nomination contract) to the concerned TSO.


• The ITR 's can have a different EAN-code (specific by country) and/or a unique EIC code. This means that every ITR must have a unique EAN code of the country in which they are a certified Program Responsible (Netherlands), Bilanzkreisvertrag (Germany) or an Acces Responsible (Belgium) Party and/or a unique EIC code.

Use of Capacity obtained in a CASC Auction when nominating with TenneT


In order to use the obtained capacity in an auction performed by CASC, please note the following:

1. In order to obtain capacity in a CASC Auction a market participant must be registered at CASC in the first place. In connection with the Use of this obtained Capacity please take into consideration section 9.04 of the Harmonized Rules, to be found on CASC website.

2. In order to assure that obtained capacity can actually be used by means of sending nominations to TenneT a Notifications of Use of Capacity (N.U.C.) must be handed over to TenneT (http://www.tennet.org/english/transmission_system_services/system_services/programme_responsibility/CASC.aspx). You can find the N.U.C. in the Resource Center of the CASC website ( http://www.casc.eu/en/Resource-center/CASCEU ) and on TenneT's website. This form has to be filled in, signed and faxed to +31 26 373 1395.



Time schedule for submitting N.U.C 

The N.U.C. must have been received by TenneT no later than two working days before the day to which the Capacity relates (these timings are in line with the timings in section 9.04 of the Harmonized Rules).
